Now why would the negotiators of the UN Arms Treaty omit governments from selling arms to non-state groups such as is happening right now in Syria? The US, Qatar, Saudi’s and Turkey are all selling weapons to “Al Qaeda led groups in the Free Syrian Army.” Why was the treaty leave this out?
