And today, the Nuclear Regulatory Commission approved Environmental Impact statements for two new reactors in Georgia –

There are no environmental reasons why two new reactors should not be built at the existing Vogtle nuclear power plant site in Georgia, according to the US nuclear safety regulators.

The Nuclear Regulatory Commission (NRC) has completed its consideration of the environmental impacts of expanding the Vogtle plant with two 1100 MWe Westinghouse AP1000s in addition to two 1250 MWe units that have operated there since the late 1980s. The regulator’s approval came in the form of a final supplemental environmental impact statement necessary for a limited work authorization (LWA) and the combined construction and operating licence (COL). It concluded that “there are no environmental impacts that would preclude” the awards.

The NRC work in reaching this point was built on an Early Site Permit awarded to Vogtle in August 2009. This officially noted the site’s suitability for new nuclear reactors and therfore allowed planning to begin in earnest. The early site permit documentation was supplemented with a statement from the NRC on environmental impact in September 2010.

Southern Nuclear submitted its application to construct and operate two the new reactors in March 2008 and the company supplemented this in October 2009. The Vogtle application incorporates information from both the Site Safety Analysis Report conducted for its ESP application and from Southern’s environmental report. For a COL application referencing an ESP, the NRC is required to prepare a supplement to the ESP Environmental Impact Statement.

UPDATE AS OF 11:30 A.M. EDT, MONDAY, MARCH 28:
Radiation levels in the seawater near the Fukushima Daiichi nuclear power plant remained high on Monday, but dropped considerably from the levels reported on Sunday. Monday’s sampling near the plant’s south discharge outlet showed that radioactive iodine levels were 250 times normal, reduced significantly from 1,850 times normal.

Radiation dose rates also remained elevated in the turbine buildings of reactors 1, 2, 3 and 4. Tokyo Electric Power Co. on Monday said that workers had found similarly high radiation levels in water in drainage conduits outside reactors 1 and 2. The company said that rubble at reactor 3 prevented measures from being taken there on Monday.

TEPCO is pumping contaminated water from the basement of the turbine building at reactors 1 and 2 to the main condenser. The company also continued to pump fresh water into reactors 1, 2 and 3, using electrical-driven pumps rather than diesel-powered fire pumps.

Levels of radiation at the plant’s main gate ranged from 12.5 millirems per hour to about 20 millirem per hour. The U.S. Nuclear Regulatory Commission’s annual limit for occupational exposure is 5,000 millirem.

Highly possible core has been ruptured – Iodine 134 detected

Drudge is reporting radiation detected in Nevada and China which by the way has detected Iodine – 131, a by product of nuclear fission.

Tokyo Electric Power Company says it has detected radioactive materials 10-million-times normal levels in water at the No.2 reactor complex of the Fukushima Daiichi nuclear plant.

The plant operator, known as TEPCO, says it measured 2.9-billion becquerels of radiation per one cubic centimeter of water from the basement of the turbine building attached to the Number 2 reactor.

The level of contamination is about 1,000 times that of the leaked water already found in the basements of the Number 1 and 3 reactor turbine buildings.

The company says the latest reading is 10-million times the usual radioactivity of water circulating within a normally operating reactor.
TEPCO says the radioactive materials include 2.9-billion becquerels of iodine-134, 13-million becquerels of iodine-131, and 2.3-million becquerels each for cesium 134 and 137.

These substances are emitted during nuclear fission inside a reactor core.

The company says the extremely contaminated water may stem from damaged fuel in the reactor, and are trying to determine how the leakage occurred.

University of Tokyo graduate school professor Naoto Sekimura says the leak may come from the suppression chamber of the Number 2 reactor, which is known to be damaged. The chamber is designed to contain overflows of radioactive substances from the reactor.

UPDATE: Fukushima plant operator Tokyo Electric Power Co. claims that an earlier measurement showing a huge spike in radiation levels at the stricken Japanese nuclear complex was ‘a mistake’. According to TEPCO spokesman, water testing showing 10 million times higher in radioactivity than normal was ‘not credible’.

Meanwhile, three workers have already been exposed to dangerous materials in the continuing battle to avert catastrophe in the wake of the earthquake tragedy which destroyed large parts of the country. The official number of those killed by the quake and tsunami stands at over 10,000, with many more homeless or missing. But Fukushima remains the biggest concern – with the ongoing possibility of nuclear meltdown.

AP via Yahoo is reporting Canadian General will lead NATO actions in Libya

TORONTO – A Canadian general will take over command of the NATO mission in Libya.

Canadian Defense Minister Peter MacKay said Friday that Lt. Gen. Charles Bouchard has been designated to lead the alliance’s military campaign in Libya.

Bouchard is stationed in Naples, Italy, at the Allied Joint Force Command.

Bouchard’s recent job was deputy commander of NORAD, reporting to an American general.

“He will be commander of the NATO operations, yet to be fully defined NATO operations,” MacKay said.

The international coalition confronting Libyan leader Moammar Gadhafi has agreed to put NATO in charge of enforcing the no-fly zone. It was still trying to hammer out a deal to relieve U.S. forces of command of all military operations in the country.

U.S. President Barack Obama and Defense Secretary Robert Gates have both said that American command of the operations would last only a few days.

[…] Offshore winds are expected on Wednesday, but onshore winds could re-develop late in the week as a new weak low pressure system affects the region. IMF Prepares For “Threat To International Monetary System”

Back in April 2010, before Waddell and Reed sold a few shares of ES, effectively destroying the market on news that Europe was insolvent, we made the following observation: “The IMF has just announced that it is expanding its New Arrangement to Borrow (NAB) multilateral facility from its existing $50 billion by a whopping $500 billion (SDR333.5 billion), to $550 billion.” Little did we know that our conclusion “something big must be coming” would prove spot on just a month later after Greece, then Ireland, then Portgual, and soon Spain, Italy, Belgium, and pretty much all other European countries would topple like dominoes tethered together by a flawed monetary regime. Well, based on news from Dow Jones we can now safely predict the following: “something bigger must be coming.” As if the IMF’s trillions in open lending facilities (many of which have recently been adjusted to uncapped) were not enough, we now learn that the world lender of last resort (which in theory is the Fed, but apparently Bernanke has been getting a little shy lately so is offsetting his direct lending directives to secondary organizations like the IMF, leaving the Fed with only USD liquidity swaps) is about to activate a “Special Funding Pool” – Dow Jones explains: “The International Monetary Fund is expected to soon activate a special funding pool that will boost the fund’s ability to prevent or resolve economic crises, two people familiar with the situation said Thursday. One of the people said the activation of the funding–which can only be made by a special request from the IMF managing director to the board–was in anticipation of an expected wave of new IMF programs, including the possible expansion of the Greek bailout package.” Wonderful. Global financial cataclysm rinse repeat all over again…

Charles Plosser Speaks On The Fed’s “Exit”

Highlights from the just released speech by Philly Fed hawk Charles Plosser:

  • Fed’s Plosser says would want to make explicit the Fed’s commitment to a numerical inflation objective
  • Says important to communicate a systemic plan that describes where Fed is going, how it will get there
  • Says his proposed strategy would tie pace of asset sales to size of interest rate increases
  • Says his preferred exit strategy would raise rates, shrink balance sheet concurrently
  • Says failure to exit in timely manner will have serious consequences on inflation, economic stability in future
  • Says monetary policy will have to reverse course in the not too distant future
  • Says consumer spending continues to expand at reasonably robust rate

In other words, an attempt to return confusion over the fate of QE3. As for the Fed existing anything…. good luck. As part of his exit proposals, Plosser proposes two exit plans (12 and 18 months) both of which sees a dramatic reduction in reserves, a hike in IOER, and asset sell offs. Should the Fed indeed proceed to do this, the market will prolapse.

The nuclear meltdown at the Fukushima Dai’Ichi power plant continues with no end in sight. Everyday we awake to fresh news about one of four reactors exploding, on fire or spewing white, grey or black fumes into the air we breath. Water used to cool the reactors has been freely flowing into the sea and ground water, thereby forever poisoning the very resource necessary to sustain life.

The good people in and around the area were evacuated over a week ago – first 3 then 10 now 20km. When the evacuee’s entered the evacuation centers they were promptly geigered, given face masks and Potassium Iodide to stave off the poisoning of radioactive material.

Outside the center, folks are learning their milk, food, tap and sea water are all reading high levels of radiation. Those who could afford to flee for safety left last week. The US military initially began voluntary evacuations of women and children last week, but has since made said evacuations mandatory.

Homes, businesses and entire towns are destroyed by the awesome force of mother nature. Thousands remain unaccounted for. Mass graves are filling up with the dead with the hope that some day some family member will identify the perished and provide them with a proper burial.

The air these people breath, the water they drink and the soil they till is poisoned forever.  There is no clean up process available for radioactive material. None. Zilch. Zip.

It must feel like a living hell in Japan these days. [Read more…]

The journalist from Israeli daily Yediot Ahronot, who prefers to remain anonymous, said that according to speculation in the security sector, Israel looks at Libya from a strategic perspective and in terms of security. The fall of Gaddafi would open the door for an Islamic regime in Libya, according to speculation. In a meeting on February 18, Prime Minister Netanyahu, Defence Minister Barak and Foreign Minister Lieberman decided to recruit African mercenaries to fight alongside Gaddafi, according to the journalist. During the meeting, they decided to let General Isarel Zef, the director of security firm Global CST, which is active in many African countries, to make a group of paramilitary mercenaries from Guinea, Nigeria, Central Africa, Mali, Senegal, Darfur and Southern Sudan available to Abdullah Assinousi, one of the heads of Libya’s intelligence agency.

Let’s see if we have this straight – Israel sends 50,000 African mercenaries at the rate of $200 a day to crush Libya’s anti-protestors. The United States then goes before the International Court and demands immunity for the mercenaries. They get it. Then Obama sends our treasure to fight the freakin mercenaries! How sick is that? These 50k African’s will be slaughtered by American forces.

Oh but wait, read the above paragraph again – Libya is seen as “strategic to Israel’s security”. So are we fighting this war for Israel? Where the hell are their military forces in Libya? Why are they not seen anywhere on the battleground? Why isn’t Israel listed as a coalition partner? Hello? How many kids does America have to lose to these wars people?

US Army Apologizes for Horrific Photos from Afghanistan

At NATO headquarters, there are fears that the coming days could see angry protests in Afghanistan or even potential attacks against NATO units. “The images have an enormous potential here in Afghanistan,” one NATO general told SPIEGEL ONLINE. “Experience shows that it might take a couple of days, but then people’s anger will be vented.”

NATO, under the leadership of the US Army, has been preparing for possible publication of the photos for close to 100 days. In dozens of high-level talks with their Afghan partners, military leaders have sought to pursue the same strategy used by the US diplomatic corps in the case of the sensitive diplomatic cables released late last year by WikiLeaks. They warned those most directly affected and made preparations for the photos’ appearance in the public sphere. This “strategic communication” was aimed at preventing a major public backlash.

The high ranks of those involved in the talks show just how seriously Washington has taken the problem. US Vice President Joe Biden recently spoke about the case with Afghan President Hamid Karzai. The head of all NATO troops in Afghanistan, General David Petraeus, likewise met with Karzai.

By apologizing and by promising that those responsible will be prosecuted, the US is hoping to prevent Karzai from making any angry public statements on the case.

Whether the effort will ultimately be successful remains to be seen. On Tuesday, Karzai is scheduled to address his country to talk about the transfer of responsibility for his country’s security from NATO to Afghanistan. With him will be members of the NATO leadership and the US ambassador to Afghanistan. Karzai’s address contains no mention of the so-called “kill team,” but the Afghan president is notorious for being unpredictable.

WMR’s Japanese friends and colleagues report massive shortages of basic staples and disaster supplies in Japan. If you know anyone in the greater Tokyo area and the northeast coast, small parcels — to avoid customs problems — are appreciated. WMR will soon post a mailing address for these staples to get to our WMR circle of friends and colleagues who need them the most. Money is not what is primarily needed right now since money is fairly useless when there is nothing to buy.

The following are what are in short supply or not available:

Ramen-type noodles, rice, tea bags, powdered soup packets or bouillon cubes, powdered milk, beef or other types of jerky, water filters, Pampers, facial masks, crackers, batteries (AA and AAA), canned corn beef, toilet paper, rubber gloves, crackers.

Note when you collect stuff for Japan: It is only possible to airmail things to what the post office considers “overseas” – they have gotten rid of all other shipping methods 2 years ago. It will cost A LOT to mail thigns if you are not careful. So pick items wisely. A 2-pound bag of rice will cost you $40 to mail (yes, it’s that bad).So a few suggestions: Pick light-weight items and make it go as far as you can – rice noodles are very light-weight, ramen, remove bulky packaging and put contents in a Ziploc bag to get net weight, etc. Bew mindful of weight when you do this or your donations will stay at home due to ridiculous cost of shipping when the post office tells you how bad it is. 

Another suggestions – take up a collection at work and ask your employer to spring for the shipping of what you collect to match your donation and make it a company effort – many will do so if asked – or ask your church or any corporate or charitable entity – and resist their suggestions to hand it to the Red Cross or any of these other bozos bewcause it will not go where you want it to go – just get a sponsor for shipping fees. Most employers have FedEx or UPS accounts and can put it on their tab. If you take shipping out of the equation, you can get a lot of stuff sent without the redundant high cost.

As Pressure In Reactor 3 Builds Again, Here Are The Downstream Effects From The Fukushima Catastrophe

As the world awakes, Japan discloses another round of good news/bad news about the Fukushima crisis. The good news: Reactors 5 and 6 went into stable condition on Sunday, after a successful cold shutdown, authorities said. The reactors at the power plant went into cold shutdown following restoration of cooling functions late Saturday. Alas, 5 and 6 were never the issue to begin with. The same came not be said about reactors 1 through 4, where the bad news comes from this morning. According to the Japan Times, a risky venting of Reactor 3, which saw its pressure rising yet again, was being considered, which would see another release of radioactive gas into the environment. “Pressure within the No. 3 reactor at the Fukushima No. 1 nuclear plant was rising at one point and Tepco considered releasing more radioactive gas into the environment to avert serious damage to the containment vessel, the nuclear safety agency said Sunday afternoon. Tokyo Electric Power Co. had considered releasing the contaminated steam directly into the environment, not through a “suppression pool” as it did earlier in the crisis. The pressure needs to be lowered to protect the structural integrity of the reactor, and the first step is to open the valve on a pipe connected to the suppression pool. By going through the suppression pool, the reactor’s gas would liquefy and thus lower the pressure.” And here is where the recent Operation Irrigation is now backfiring: “But if the pool is already filled with water, a valve on the reactor itself would need to be opened and the radiation level of the released gas would be higher than with the first method, explained Hidehiko Nishiyama of the Nuclear and Industrial Safety Agency. “Without water, there would be more radioactive substances in the gas released into the environment.“” In other words, the attempt (which some say is futile) to fill the containment pool with water is about to lead to another round of irradiation of the environment. And while all that is going on, here is what the already certain chain of downstream events is going to look like for the region, for Japan, and for the world.

Stabilisation at Fukushima Daiichi

Workers on site have succeeded in increasing the stability of the Fukushima Daiichi reactor units. Pressure built up within unit 3 but a more significant venting now seems unnecessary.

External power has now been connected to unit 5 and 6, allowing them to use their residual heat removal systems and transfer heat to the sea. This is being used to cool the fuel ponds and bring the units towards cold shutdown status. Fuel pond temperatures have reduced from 68ºC to 43ºC at unit 5 and from 57ºC to 52ºC at unit 6, compared to normal operating temperatures of about 25ºC.

An extended operation to refill the fuel pond took place at unit 3, with the Hyper Rescue crew spraying for over 13 hours. Radiation levels 500 metres north of the reactor showed a decrease from 3.44 millisieverts per hour to 2.75 millisieverts per hour, indicating a measure of success in refilling the pond. A similar operation is planned for later today at unit 4 and the surface temperatures of the buildings appear to be below 100ºC.

FIREFIGHTERS RESUME HOSING REACTOR NO. 3 AT FUKUSHIMA

The Tokyo Fire Department resumed high-pressure hosing of the Number 3 reactor at the Fukushima Daiichi nuclear plant at 9:30 PM on Sunday.

The operation is expected to continue for about 6 hours.

Water was discharged into the facility’s spent fuel-rod pool for 13-and-a-half hours until 3:40 AM on Sunday.

NO GASES TO BE RELEASED FROM NO. 3 REACTOR

The Tokyo Electric Power Company has decided against releasing gases from the overheating No. 3 reactor in an attempt to reduce pressure inside the containment vessel.

TEPCO officials in Fukushima said on Sunday afternoon that pressure within the reactor containment vessel has begun to stabilize, and gases don’t need to be released for the time being.

They say they will closely monitor the situation.

The Nuclear and Industrial Safety Agency announced earlier on Sunday that pressure inside the vessel is rising despite efforts to cool the reactor by spraying seawater inside it.

The agency said the pressure must be reduced to protect the containment vessel, which holds radioactive materials inside in the event of an accident.

A release of gases could lead to radioactive substances being released into the environment.

Power company officials in Fukushima also say work to restore electricity to the Fukushima Daiichi nuclear plant by connecting the damaged reactors to external power sources is continuing.

WMR’s Japanese friends and colleagues report massive shortages of basic staples and disaster supplies in Japan. If you know anyone in the greater Tokyo area and the northeast coast, small parcels — to avoid customs problems — are appreciated. WMR will soon post a mailing address for these staples to get to our WMR circle of friends and colleagues who need them the most. Money is not what is primarily needed right now since money is fairly useless when there is nothing to buy.

The following are what are in short supply or not available:

Ramen-type noodles, rice, tea bags, powdered soup packets or bouillon cubes, powdered milk, beef or other types of jerky, water filters, Pampers, facial masks, crackers, batteries (AA and AAA), canned corn beef, toilet paper, rubber gloves, crackers.

Note when you collect stuff for Japan: It is only possible to airmail things to what the post office considers “overseas” – they have gotten rid of all other shipping methods 2 years ago. It will cost A LOT to mail thigns if you are not careful. So pick items wisely. A 2-pound bag of rice will cost you $40 to mail (yes, it’s that bad). 

So a few suggestions: Pick light-weight items and make it go as far as you can – rice noodles are very light-weight, ramen, remove bulky packaging and put contents in a Ziploc bag to get net weight, etc. Bew mindful of weight when you do this or your donations will stay at home due to ridiculous cost of shipping when the post office tells you how bad it is.

Another suggestions – take up a collection at work and ask your employer to spring for the shipping of what you collect to match your donation and make it a company effort – many will do so if asked – or ask your church or any corporate or charitable entity – and resist their suggestions to hand it to the Red Cross or any of these other bozos bewcause it will not go where you want it to go – just get a sponsor for shipping fees. Most employers have FedEx or UPS accounts and can put it on their tab. If you take shipping out of the equation, you can get a lot of stuff sent without the redundant high cost.

The water temperature is dropping in the spent fuel rod pool of the No.5 reactor at the Fukushima Daiichi nuclear plant.

Tokyo Electric Power Company restored a power generator at the No.6 reactor on Saturday morning.

One of the 2 generators at the No. 6 reactor has been used since the quake to cool the spent fuel rod pools of the No.5 and No.6 reactors.

But water temperatures rose as the generator could not supply enough power by itself.

The newly restored generator is being used to activate a cooling pump in the No.5 reactor.

The 2 generators can now generate enough power to maintain the cooling functions of the No.5 and No.6 reactors.

The power company measured the water temperature of the No.5 reactor and found it had decreased from 68.5 degrees Celsius at 5 AM, local time, to 63.8 degrees at 2 PM.

The company said the partial recovery of the cooling functions will bring a sense of safety.

It hopes to fully restore connections to external power sources and stably cool down the reactors.

The company also said it made holes in the roofs of the No.5 and No.6 reactors to remove hydrogen to prevent the explosions that occurred at the No.1 and No. 3 reactors.

No. 1 and 2 reactors connected to external power sources

Two of the damaged reactors at the Fukushima Daiichi nuclear power plant are likely to have power again after engineers managed to install cables.

Tokyo Electric Power Company says it will do its best to resume the reactors’ cooling function by Sunday, but as many parts of the facilities are soaked in seawater. It is not known if this can be done quickly.

Power company engineers finished connecting the No.1 and No.2 reactors to external sources on Saturday evening.

The nuclear plant lost its cooling function for the reactors and the spent fuel rod pool due to malfunctions of emergency power generators after the quake.

The situation could lead to a massive leakage of radioactive substances.

The power company will check the reactors’ cooling equipment before deciding whether to use electricity.

The Nuclear and Industrial Safety Agency says the power company will turn on meters to check the condition of the reactors and then work on the cooling function of the reactors and the spent fuel rod pool.

The agency says the company aims to restore power for the remaining 4 reactors by Sunday.

Food samples show raised radiation

Radiation levels exceeding the Japanese government-set level have been detected in samples of milk and spinach collected in the region of the Fukushima nuclear power plant. However, the levels measured are said to pose no immediate threat to health.

Higher than limit levels of radiation were detected in samples of milk by authorities yesterday evening, chief cabinet secretary Yukiyo Edano reported. The milk samples had been collected within Fukushima Prefecture at a location more than 30 kilometres from the damaged Fukushima Daiichi plant.

This morning, six samples of spinach collected in Ibaraki Prefecture, neighbouring to the south of Fukushima Prefecture, were found to have higher levels of radiation. The prefectural boundary is some 65 km from the nuclear power plant.

Edano said that the levels of radiation detected exceed the limits stipulated as provisional regulation values under the national Food Sanitation Law. These limits have been set in accordance with International Committee on Radiation Protection’s recommendations.

WMR has learned of a concerted campaign of the stonewalling of key Japanese government officials by Tokyo Electric Power Company (TEPCO), the operator of the stricken Fukushima nuclear power plant, and Japan’s Nuclear and Industrial Safety Agency (NISA) nuclear regulatory watchdog. WMR has been told by informed Japanese sources that the close relationship between TEPCO and NISA neutered effective oversight of TEPCO’s safety problem-ridden reactors for a number of years. The lack of effective contingency planning and TEPCO’s overriding interest in it’s corporate bottom led to the post-quake/tsunami Level 5 nuclear crisis at the Fukushima plant. The lack of effective NISA oversight is a direct result of the cozy relationship between the Japanese nuclear regulatory agency, according to our sources.

One of the major reasons why the Japanese Cabinet of Prime Minister Naoto Kan has not been fully informed of the dire situation at the Fukushima reactor facilities is that Chief Cabinet Secretary, attorney Yukio Edano, cut his teeth in politics as an outspoken opponent of Japan’s nuclear power industry.

WMR has been told that TEPCO and NISA, skeptical of Edano’s past anti-nuclear stance, feared that Edano stands to amplify the threat posed by the current nuclear disaster at Fukushima. TEPCO and NISA has, therefore, acted to limit what information has been passed to Edano to avoid the Cabinet Secretary heightening fears during his many news conferences. Edano has been the chief Japanese government’s face in televised news conferences on Fukushima’s nuclear meltdown and radiation release.

Edano’s past anti-nuclear stance also extended to his opposition to nuclear-powered U.S. Navy ships from being homeported in Japanese ports. There are some indications that the Obama administration, which fully supports the U.S. nuclear power industry, has also quietly supported TEPCO and NISA from providing Edano with too much information, especially since Edano also holds the portfolio of Minister of State for Okinawa Affairs. The people of Okinawa have been adamant about the need for the U.S. to pull its military bases off the island.

The boss of the company behind the devastated Japanese nuclear reactor today broke down in tears – as his country finally acknowledged the radiation spewing from the over-heating reactors and fuel rods was enough to kill some citizens

Japan’s Nuclear and Industrial Safety Agency admitted that the disaster was a level 5, which is classified as a crisis causing ‘several radiation deaths’ by the UN International Atomic Energy.

Officials said the rating was raised after they realised the full extent of the radiation leaking from the plant. They also said that 3 per cent of the fuel in three of the reactors at the Fukushima plant had been severely damaged, suggesting those reactor cores have partially melted down.

After Tokyo Electric Power Company Managing Director Akio Komiri cried as he left a conference to brief journalists on the situation at Fukushima, a senior Japanese minister also admitted that the country was overwhelmed by the scale of the tsunami and nuclear crisis.

He said officials should have admitted earlier how serious the radiation leaks were.

Chief Cabinet Secretary Yukio Edano said: ‘The unprecedented scale of the earthquake and tsunami that struck Japan, frankly speaking, were among many things that happened that had not been anticipated under our disaster management contingency plans.

‘In hindsight, we could have moved a little quicker in assessing the situation and coordinating all that information and provided it faster.’

Nuclear experts have been saying for days that Japan was underplaying the crisis’ severity.

It is now officially on a par with the Three Mile Island accident in Pennsylvania in 1979. Only the explosion at Chernobyl in 1986 has topped the scale.

Intel Hub Analysis: Mainstream Experts Predict Radiation In United States Will Be Harmless

The radiation that is expected to reach California tomorrow is from the initial problems faced on Friday [a week ago today]. Radiation from the explosion at reactor #3 is not expected to reach the west coast until Sunday or Monday. Whether the radiation from reactor 3 will be as low as the levels expected tomorrow is, at this time, unknown.

For those on the west coast: Prepare, stay level headed, and do NOT panic.

Nuke plant disaster rating raised to Level 5

The Japanese government raised its rating on Friday of the problems at the Fukushima Daiichi nuclear plant to the same level as the 1979 Three Mile Island accident.

The Nuclear and Industrial Safety Agency revised upward its evaluation of the severity of the disaster by one notch to Level 5 on the International Nuclear and Radiological Event Scale.

Level 5 is the third highest on the 8-notch scale and the worst for any nuclear accident to have happened in Japan.

The agency says it raised the rating because more than 3 percent of the nuclear fuel has been damaged and radioactive material is leaking from the plant.

The disaster’s initial rating of Level 4 was the same as the fatal criticality accident that occurred at a nuclear fuel plant in Ibaraki Prefecture in 1999.

But the plant’s operator, Tokyo electric Power Co., says encasing reactors in concrete may prove the only way to prevent a catastrophic radiation leak, the method used at Chernobyl in Ukraine in 1986.
  • Electricity could be restored on Saturday morning to reactors 1 and 2, the nuclear safety agency said, which would restart pumps needed to pour cold water on the fuel rods. Priority is to get water into spent fuel pools, particularly in reactor No. 3, which contains plutonium.
  • he agency also raised the incident level at the striken power plant to a 5 on a 1-7 scale. That would suggest a level of seriousness on par with the Three Mile Island nuclear accident in the United States in 1979. But it said there was no need to expand the evacuation area beyond 30 km at this point.
  • The head of the U.S. Nuclear Regulatory Commission, Gregory Jaczko, says it could take weeks to cool the reactors.
  • G7 industrialised countries agreed, after a teleconference of finance ministers, on concerted intervention, the first since 2000, to restrain the yen, hoping to calm global markets.

17:53 – Electricity could be restored on Saturday morning at the No.1 and No.2 reactors, the country’s nuclear safety agency said on Friday. The agency also raised the incident level at reactors No.1, No.2, and No.3 at the Daiichi plant to level 5 from level 4.

10:04 – Japan’s nuclear safety agency said it was aware of the ultimate “Chernobyl solution” to contain the nuclear disaster at the quake-hit plant by covering it in sand and encasing it in concrete, but added that it was currently focusing on efforts to restore power and cool down the reactors.

09:20 – White smoke or steam was rising from reactors 2, 3 and 4, the nuclear safety agency said on Friday. It said it believed there was still water in the spent fuel pool at reactor No.3.

Folks, Reactor No. 3 is the reactor that has spent fuel rods carrying pounds of plutonium. Although the other 3 Reactors carry lethal radioactivity it is No. 3 many are watching closely. FYI –

The fuel rods at all six reactors at the stricken Fukushima Dai-ichi complex contain plutonium — better known as fuel for nuclear weapons. While plutonium is more toxic than uranium, other radioactive elements leaking out are likely to be of greater danger to the general public.

Only six percent of the fuel rods at the plant’s Unit 3 were a mixture of plutonium-239 and uranium-235 when first put into operation. The fuel in other reactors is only uranium, but even there, plutonium is created during the fission process.

This means the fuel in all of the stricken reactors and spent fuel pools contain plutonium.

Plutonium is indeed nasty stuff, especially damaging to lungs and kidneys. It is also less stable than uranium and can more easily spark a dangerous nuclear chain reaction.

‘Nuclear Ninja’ Suicide Mission To Save Japan

Nuclear experts have said the men are on a suicide mission and that not even their airtight suits can save them from contamination.And if they survive, they will face a lifetime of health problems.

But the Fukushima Fifty, named as they are on a rotation of 50 at a time, are working around the clock to stop the plant’s reactors from overheating by taking it in turns to cool them with water.

The group, whose identities remain a mystery, stayed at the plant after 700 of their colleagues fled when radiation levels peaked at lethal levels.

Of those who decided to stay, five are known to have already died. A further two are missing and at least 21 others have been injured.

Japan raises accident severity level to 5 in nuclear crisis

Japan raised the severity level of crisis-hit reactors at the Fukushima Daiichi nuclear power plant to 5 on an international scale of 7, the same level as the Three Mile Island accident in the United States in 1979, Japan’s nuclear safety agency said Friday.The provisional evaluation stands at level 5 on the International Nuclear and Radiological Event Scale for the plant’s No. 1, No. 2 and No. 3 reactors as their cores are believed to have partially melted and radiation leaks are continuing, the Nuclear and Industrial Safety Agency said.

A NETWORK OF INTERNATIONAL MONITORING STATIONS HAS BEGUN TO PICK UP THE SIGNATURES OF RADIOACTIVE ELEMENTS – IODINE AND CESIUM – DANGEROUS TO HUMAN HEALTH

A network of international monitoring stations has begun to pick up the signatures of radioactive elements emitted by Japan’s crippled Fukushima nuclear plant, a Swedish official said Thursday.

At high, sustained doses, these radioactive elements—including iodine and cesium—can be dangerous to human health.

However, the amounts released from the plant so far are small, and are largely being dispersed over the Pacific.

Currently, “they don’t pose a danger” to the U.S. or even other Asian countries, said Lars-Erik De Geer, research director at the Swedish Defense Research Institute, who has seen the data from the monitoring stations.

The several dozen workers now attempting to cool the overheating nuclear fuel at the Fukushima plant face the gravest danger from radiation sickness. The closer people are to the source, the greater their risk. Residents of Tokyo and other populated centers south of the plant also face little immediate danger, since even the low level of radiation is being blown eastward across the ocean, scientists say.

Japan Nuclear Disaster Caps Decades of Faked Reports

the unfolding disaster at the Fukushima nuclear plant follows decades of falsified safety reports, fatal accidents and underestimated earthquake risk in Japan’s atomic power industry.

The destruction caused by last week’s 9.0 earthquake and tsunami comes less than four years after a 6.8 quake shut the world’s biggest atomic plant, also run by Tokyo Electric Power Co. In 2002 and 2007, revelations the utility had faked repair records forced the resignation of the company’s chairman and president, and a three-week shutdown of all 17 of its reactors.

With almost no oil or gas reserves of its own, nuclear power has been a national priority for Japan since the end of World War II, a conflict the country fought partly to secure oil supplies. Japan has 54 operating nuclear reactors — more than any other country except the U.S. and France — to power its industries, pitting economic demands against safety concerns in the world’s most earthquake-prone country.

Nuclear engineers and academics who have worked in Japan’s atomic power industry spoke in interviews of a history of accidents, faked reports and inaction by a succession of Liberal Democratic Party governments that ran Japan for nearly all of the postwar period.

The ministry also observed radiation levels of 0.0183 to 0.0011 millisieverts per hour at most of the observation points.

It says these levels are higher than normal but pose no immediate threat to health.

Japan Admits Nuclear Problem Is ‘Severe’

A spokesman for the tsunami-hit Fukushima nuclear power plant in Japan has admitted the situation is now considered to be “severe”.

This is a severe incident that is occurring right now,” the spokesman said at a news conference.”We have vented and used seawater as cooling, followed the accident management plan but this is a very severe operation.”

The admission comes as plant operator Tokyo Electric Power Co (Tepco) continues attempts to stop the six-reactor Fukushima 1 complex from going into nuclear meltdown.

“We have to keep cooling the fuel so it doesn’t reach criticality,” the Tepco spokesman said, adding that radiation levels have barely fallen at the site.

HUGE RADIATION PLUME TO HIT WEST COAST TOMORROW – FRIDAY

A United Nations forecast of the possible movement of the radioactive plume coming from crippled Japanese reactors shows it churning across the Pacific, and touching the Aleutian Islands on Thursday before hitting Southern California late Friday.Health and nuclear experts emphasize that radiation in the plume will be diluted as it travels and, at worst, would have extremely minor health consequences in the United States, even if hints of it are ultimately detectable. In a similar way, radiation from the Chernobyl disaster in 1986 spread around the globe and reached the West Coast of the United States in 10 days, its levels measurable but minuscule.

The projection, by the Comprehensive Test Ban Treaty Organization, an arm of the United Nations in Vienna, gives no information about actual radiation levels but only shows how a radioactive plume would probably move and disperse.

Status of quake-stricken reactors at Fukushima nuclear power plants

The following is the known status as of Thursday night of each of the six reactors at the Fukushima No. 1 nuclear power plant and the four reactors at the Fukushima No. 2 plant, both in Fukushima Prefecture, which were crippled by Friday’s magnitude 9.0 earthquake and the ensuing tsunami.

Fukushima No. 1 plant

— Reactor No. 1 – Operation suspended after quake, cooling failure, partial melting of core, vapor vented, building housing reactor damaged Saturday by hydrogen explosion, seawater being pumped in.

— Reactor No. 2 – Operation suspended after quake, cooling failure, seawater being pumped in, fuel rods fully exposed temporarily, vapor vented, building housing reactor damaged Monday by blast at reactor No. 3, damage to containment vessel feared, potential meltdown feared.

— Reactor No. 3 – Operation suspended after quake, cooling failure, partial melting of core feared, vapor vented, seawater being pumped in, building housing reactor damaged Monday by hydrogen explosion, high-level radiation measured nearby on Tuesday, plume of smoke observed Wednesday and presumed to have come from spent-fuel storage pool, severe damage to containment vessel unlikely, seawater dumped over pool by helicopter on Thursday, water sprayed at it from ground.

— Reactor No. 4 – Under maintenance when quake struck, fire Tuesday possibly caused by hydrogen explosion at pool holding spent fuel rods, abnormal temperature rise in spent-fuel storage pool, fire observed Wednesday at building housing reactor, pool water level feared receding, renewed nuclear chain reaction feared.

— Reactors No. 5, 6 – Under maintenance when quake struck, water temperatures in spent-fuel storage pools increased to about 64 C on Thursday.

— Spent-fuel storage pools at all reactors — Cooling functions lost, water temperatures or levels unobservable at reactors No. 1 to 4.

Attempts to refill fuel ponds

A major struggle is underway to maintain cooling of used nuclear fuel at Fukushima Daiichi 3 and 4. Helicopters have made water drops and large fire trucks are showering the buildings.

While unit 3 was in operation when the earthquake struck on 11 March, and has been in trouble since the tsunami took out emergency diesel generators, unit 4 was fully shut down at that time and had appeared to remain safe until 16 March when an explosion led to fires.

The explosion at unit 4 is thought to have been from a build-up of hydrogen in the area near the used nuclear fuel pond. It severely damaged the building, as well as that of adjacent unit 3, with which it shares a central control room.

Injuries or Contamination at Fukushima Daiichi Nuclear Power Plant

Based on a press release from the Japanese Chief Cabinet Secretary dated 16 March 2011, the IAEA can confirm the following information about human injuries or contamination at the Fukushima Daiichi nuclear power plant.

Please note that this list provides a snapshot of the latest information made available to the IAEA by Japanese authorities. Given the fluid situation at the plant, this information is subject to change.

Injuries

* 2 TEPCO employees have minor injuries
* 2 subcontractor employees are injured, one person suffered broken legs and one person whose condition is unknown was transported to the hospital
* 2 people are missing
* 2 people were ’suddenly taken ill’
* 2 TEPCO employees were transported to hospital during the time of donning respiratory protection in the control centre
* 4 people (2 TEPCO employees, 2 subcontractor employees) sustained minor injuries due to the explosion at unit 1 on 11 March and were transported to the hospital
* 11 people (4 TEPCO employees, 3 subcontractor employees and 4 Japanese civil defense workers) were injured due to the explosion at unit 3 on 14 March

Radiological Contamination

* 17 people (9 TEPCO employees, 8 subcontractor employees) suffered from deposition of radioactive material to their faces, but were not taken to the hospital because of low levels of exposure
* One worker suffered from significant exposure during ‘vent work,’ and was transported to an offsite center
* 2 policemen who were exposed to radiation were decontaminated
* Firemen who were exposed to radiation are under investigation

The IAEA continues to seek information from Japanese authorities about all aspects of the Fukushima Daiichi nuclear plant.

I need to speak to you, not as a reporter, but in my former capacity as lead investigator in several government nuclear plant fraud and racketeering investigations.

I don’t know the law in Japan, so I can’t tell you if Tokyo Electric Power Co (TEPCO) can plead insanity to the homicides about to happen.

But what will Obama plead?  The Administration, just months ago, asked Congress to provide a $4 billion loan guarantee for two new nuclear reactors to be built and operated on the Gulf Coast of Texas — by Tokyo Electric Power and local partners.  As if the Gulf hasn’t suffered enough.

Here are the facts about Tokyo Electric and the industry you haven’t heard on CNN:

The failure of emergency systems at Japan’s nuclear plants comes as no surprise to those of us who have worked in the field.

Nuclear plants the world over must be certified for what is called “SQ” or “Seismic Qualification.”  That is, the owners swear that all components are designed for the maximum conceivable shaking event, be it from an earthquake or an exploding Christmas card from Al Qaeda.

The most inexpensive way to meet your SQ is to lie.  The industry does it all the time. The government team I worked with caught them once, in 1988, at the Shoreham plant in New York.  Correcting the SQ problem at Shoreham would have cost a cool billion, so engineers were told to change the tests from ‘failed’ to ‘passed.’

The company that put in the false safety report?  Stone & Webster, now the nuclear unit of Shaw Construction which will work with Tokyo Electric to build the Texas plant, Lord help us.

Tea party plan: Enrich the rich

The protests in Wisconsin illustrate just how quickly tea party politicians and “activists” readily abandon their ideals to undermine their political opponents and regressive agenda through any means necessary. We now see that despite popular perception, this conservative movement was never about populist interests; rather it is simply a clever public relations campaign coordinated by corporate ideologues like the Koch brothers who wanted nothing more than to further consolidate their wealth and power under the guise of a grassroots movement.

Initially, real populist groups like unions were willing to stay quiet as tea party politicians pushed through their anti-tax, deregulatory agenda. We assumed that another stimulus package would not happen, and thought anything to stimulate the economy was better than nothing. Many workers also held some remote hope that the tax breaks and regulatory relief given to corporations would be used to invest and create jobs, rather than outsource more labor overseas so CEOs could give themselves bonuses that are tucked away in offshore accounts to avoid paying even the reduced Bush tax rates they fought so hard to sustain.


However, working Americans fed up with suffering the brunt of the recession only to watch the wealthy further prosper are now waking up to the tea party master plan. We know now cutting taxes, especially those for the corporate class, was just the first phase of a larger plan. While Republicans ran on a balanced budget the last election cycle, their tax cuts for the rich actually put the federal government deeper into the red. At the same time many conservative governors, including Scott Walker in Wisconsin, squandered small budget surpluses with tax policies that overwhelmingly benefit the corporate rich.

Quantcast While some politicians seem sincere in their efforts to reduce costs while protecting workers, governors like Scott Walker or New Jersey’s Chris Christie are using the budget shortfall that is mostly of their party’s making as a rationale for class warfare. In fact, Walker has rejected compromises with unions who offered to make economic concessions so long as workers keep their collective bargaining rights. This, along with the strategy session Governor Walker had with a prank caller pretending to be the billionaire tea party founder David Koch, shows conservatives are more intent to union bust than either balance their budgets, or put people back to work.

SDF gives up on dousing No.3 reactor

Japan’s Self-Defense Forces have postponed a mission to dump water by helicopter on the No.3 reactor at Fukushima Daiichi nuclear plant, because radiation above the facility has climbed too high for such work.

White plumes started rising from the reactor on Wednesday morning. Tokyo Electric Power Company says the vapor was steam caused by water evaporating from the reactor’s storage pool for spent fuel rods, which is heating up.

In an effort to avert the fuel rods’ exposure, a Self Defense Force CH47 helicopter took off from the Sendai base hauling a large container of water on Wednesday afternoon.

But the plan was aborted after radiation levels above the plant were found to have largely exceeded 50 millisieverts — the maximum permissible for SDF personnel on a mission.

The Self-Defense Forces say it is ready to recommence work when radiation levels and other conditions allow.

Chief Cabinet Secretary Yukio Edano has described problems that occurred on the morning of 16 March with Fukushima Daiichi 3 and 4. He also outlined plans to pump water into unit 4.

At 8:34am local time white smoke was seen billowing out of Fukushima Daiichi 3. Efforts to determine the cause of this development were interrupted as all workers had evacuated to a safe area due to rising radiation readings. Readings from a sensor near the front gate had fluctuated for some time, although Edano said that on the whole there was no health hazard. Earlier in the morning readings had ranged between 600-800 microsieverts per hour, but at 10am readings rose to 1000 microsieverts per hour. Readings began to fall again from around 10:54.

TOKYO (Reuters) – The wind near a quake-damaged nuclear complex in northeast Japan, which has released radiation into the atmosphere, will blow from the northwest and out into the Pacific Ocean on Wednesday, a weather official said.

The wind speed will get stronger in the afternoon, blowing as fast as at 12 meters (39.4 ft) per second, said the official at the Japan Meteorological Agency in Fukushima prefecture where the plant is based.

NPR: Workers Evacuated From Nuclear Reactor

High levels of radiation were blamed for the evacuation. Japan’s chief Cabinet secretary said white smoke was rising from the No. 3 reactor at the crippled Fukushima Daichi power plant. He said there may be a problem with the reactor’s containment vessel. The developments follow a new fire at an already fire-damaged No. 4 reactor.

TEPCO releases photo of No.4 reactor

Tokyo Electric Power Company has released a photograph of the No.4 reactor building at the Fukushima Daiichi nuclear power plant where fires were reported on Tuesday and Wednesday.

It shows that a large portion of the building’s outer wall has collapsed.

The company produced the photo at a news conference on Wednesday.

The photo, shot the day before from the northwestern side of the reactor, shows that a large portion of the building’s outer wall has collapsed. There is an 8-meter hole on the 4th floor, and the interior is visible.

Another 8-meter square hole was also confirmed on the outer wall of the building. Both appeared after an explosion early on Tuesday.

An ensuing fire near the 4th floor reportedly later went out on its own.

Flames were also found spewing from the building early Wednesday, but the utility company said they were no longer visible half-an-hour later.

Another fire at No.4 reactor

Tokyo Electric Power Company said early on Wednesday that a fire had broken out at one of the reactor buildings at the Fukushima Daiichi nuclear power plant. The same building was the scene of a fire the day before.

The utility says a worker spotted flames at around 5:45 AM near the northwestern corner of the building that houses the No. 4 reactor.

It says, however, that the flames could not be confirmed half an hour later from several dozen meters away.

The fire broke out at around the same spot in the building as Tuesday’s fire, where an instrument that adjusts the speed of a pump sending water to the reactor is located.

The company says workers cannot get any closer to the spot because the radiation level is higher there.
